Service Standards Scorecard Template

An Excel workbook for tracking public-service measures month by month: a measure dictionary, monthly data entry, and a dashboard that shows status against target.

The Measure Dictionary tab defines each measure once: definition, data source, owner, frequency, target, and whether higher or lower is better. The Monthly Data tab is an Excel Table where you enter one row per measure per month, and the target, direction, and Met status are looked up and calculated automatically.

The Dashboard tab shows the latest month's value, the target, status, the number of months the target was met, and the count of measures met and not met, with a chart. Four example measures for a permit office are included so you can see the formulas working before you replace them.

How to Use the Template Effectively

  1. Choose a small set of measures that reflect the service's purpose, mixing speed, quality, and outcomes.
  2. Define each in the dictionary, with a target and direction.
  3. Enter each month's values using the first day of the month and the measure ID.
  4. Review the Dashboard, then look at trends over several months, not just the latest one.
  5. Keep definitions stable, and record any change in the dictionary with the date.

How many measures should I track?

A handful, often five to ten, that reflect the service's purpose and balance speed, quality, and outcomes. The dictionary has 20 rows, but a shorter list gets more attention, and each measure needs an owner who can act on it.

What if a measure is reported quarterly, not monthly?

Enter it in the months it is reported. The dashboard uses the latest month with data for each measure, and the months-reported column shows how many data points there are.

How do I add more months or measures?

The Monthly Data table has 200 formatted rows and the dictionary has 20. To add more, drag the table's resize handle down and copy the formulas in the calculated columns into the new rows. The dashboard reads the first 20 dictionary rows.
