A contract is not a supply chain; it is merely a statement of intent. It is the difference between "having permission" to source locally and actually having the physical capacity to do so. I have seen many organizations celebrate a signed domestic partnership only to find out, six months later, that while they had the legal right to move production, they didn't have the local tooling, the qualified technicians, or the validated process parameters to make it happen.
A contract is not an operational reality. It is a piece of paper designed for lawyers and stakeholders; operational resilience is something built in grease, metal shavings, and calibrated sensors. When we treat a signed agreement as a substitute for physical infrastructure, we aren't building a resilient supply chain—we are just delaying the moment of failure until it becomes an emergency rather than a managed risk. To move from "intent" to "execution," we must stop looking at what is promised in a contract and start looking at what is physically possible on the floor when things go wrong.
What is Actually Happening on the Floor?
When leadership talks about "reshoring success," they are often describing a theoretical state of security. When an operator stands at a machine, they see a different reality based on physical constraints. The gap between these two perspectives is where most supply chain failures hide.

Three Pillars of Operational Resilience (Physical Redundancy)
To move beyond the Contract Illusion, we must focus on what can be measured, touched, and verified. If you cannot see it on the floor or track it in a maintenance log, it isn't part of your resilience strategy. We focus on these three pillars:
1. Tooling and Equipment Localization
You must verify that your domestic partners own—and maintain—the specific tools required for your product. This means having redundant machines on-site so that if one fails, the line doesn't stop. It means having a local inventory of high-wear parts (like specialized bits or sensors) that are kept in-house rather than being ordered "just in time." If you can’t point to the spare part sitting on the shelf, it isn't a redundancy; it’s an aspiration.
2. Deep Workforce Skill Mapping
A contract doesn't train a technician. You must map out exactly which skills are required for every step of your process and verify that those skills exist in the local labor pool. This means identifying "linchpin" roles—positions where only one person knows how to perform a specific calibration or repair. Resilience requires that these skills are documented, taught, and shared across multiple shifts so that a single absence doesn't paralyze production.
3. Standardized Local Process Qualification
Every process must be qualified locally under the same standards as your primary sites. This means performing local Gauge R&R studies, running validation runs with actual local materials, and ensuring the "standard work" is actually followed on-site. You aren't just hoping they can do it; you are proving they can do it consistently over time through repeated trials and documented results.
Immediate Actions for the VP of Operations
If you want to move from a paper strategy to an operational reality, start with these actions this month. Don't wait for the next quarterly review; get on the floor.
- Conduct a Tooling Audit: Identify your top five most critical components and physically verify where their manufacturing tools are located. If those tools have to travel more than 50 miles to be repaired or replaced, you have a single point of failure that no contract can fix.
- Perform a Skill Gap Analysis: Ask the floor leads to identify "linchpin" processes—tasks that only one person knows how to do. Create a training plan this quarter to ensure at least three people on every shift are certified in those specific tasks.
- Execute a "Failure Scenario" Drill: Pick a critical piece of equipment and ask the team: "If this breaks right now, what is our move?" If the answer involves waiting for an outside vendor or a part from another state, you need to update your local inventory immediately.
- Formalize Local Process Validation: Require that any domestic partner must provide a "Process Capability Report" every quarter, not just a status update on contract compliance. They must prove their process is stable and within spec before they earn the right to be part of your primary supply chain.
