Safety Committee Charter and Meeting Pack
An Excel workbook for setting up and running a safety committee or team: a charter to agree, members and attendance, a standard agenda, an action log, and metrics that show whether the committee is getting things done.
The Charter tab walks through the sections of a committee charter: purpose, scope, authority including the right to stop unsafe work, membership and terms, roles, meetings, decision making, reporting, resources, and review. Example text for a 140-employee plant shows what a finished section looks like.
The Members tab records each member's role, area, term, and training, and tracks attendance month by month with an attendance percentage. The Agenda tab holds a 60-minute standard agenda with a total that calculates.
The Action Log lists every action with an owner and a due date, and calculates status, days overdue, whether it closed on time, and days to close. The Metrics tab turns the log into the figures a committee needs: actions logged, open, overdue, on-time closure, average days to close, and attendance.

How to Use the Template Effectively
- Agree the charter with management and with the people who will represent workers. Complete each section in your own words.
- List members, their roles, and their terms. Stagger the terms so the committee keeps its memory.
- Use the standard agenda for every meeting, and start with the action log.
- Log every action with an owner and a due date, and review overdue ones at each meeting.
- Check the metrics each month. If on-time closure is low, discuss why before adding more actions.
- Review the charter and the committee's effectiveness each year.

What does the Metrics tab measure?
It counts actions logged, closed, open, and overdue from the Action Log; the share closed on or before the due date; the average days to close; the average attendance from the Members tab; and the number of members not yet trained. Together they show whether the committee turns discussion into results.
How are status and days overdue calculated?
Status is Closed if there is a closure date, Overdue if the due date is before today, and Open otherwise. Days overdue is today's date minus the due date for actions not yet closed. Both update every time the workbook opens.
Can I add more members or actions?
Yes. The Members tab has 14 rows and the Action Log 60. Drag the table's resize handle to add rows, and copy the formulas in the calculated columns.
